Dam Safety Dam Safety and Security Collection of articles covering safety and security of dams and civil structures hydroreviewcontentdirectors 4.15.2015 Share Tags HR Volume 34 Issue 3 U.S. Army Corps’ Huntington District awards contract for dam safety The U.S. Army Corps of Engineers has awarded a US$10 million contract to URS Group Inc. and Stantec Tetra Tech JV for a number of projects related to dams within the continental U.S. The Corps’ Huntington District and the Dam Safety Modification Mandatory Center of Expertise solicited bids in December 2013 for work that includes dam safety design and analysis, flood damage reduction engineering, navigation and waterway engineering, civil engineering, and other engineering and planning. The Corps said the services would support its mission to plan, build, modify, operate and control reservoirs and dams, as well as to execute flood damage reduction, navigation, rehabilitation and other agency projects. The contract includes up to two multi-disciplinary indefinite-delivery contracts for 1 base year and 4 option years. In February 2013, the Corps awarded a US$9.5 million contract to a Jacobs/Stantec joint venture for a range of military and civil works projects in its Great Lakes and Ohio River Division. In other Corps dam safety news, the Mobile District plans to hire companies to perform surveying, mapping and dam deformation studies for projects in the south and possibly worldwide. The district anticipates awarding one small business set-aside contract and three unrestricted contracts with a shared capacity of $10 million. ASDSO recognizes Paul Schweiger with 2015 President’s Award The Association of State Dam Safety Officials has recognized Paul G. Schweiger as the recipient of the 2015 ASDSO President’s Award. Schweiger, a vice president and manager of Gannett Fleming’s Dams and Hydraulics Section in Harrisburg, Pa., was selected based on his dedication to promoting dam safety and instruction through ASDSO’s technical training program. “Paul is someone you can always count on,” said ASDSO President Tom Woosley. “He clearly has a passion for dam safety and represents himself, Gannett Fleming, and this association.” Schweiger, who holds a master of science in civil engineering from the University of New Brunswick in Canada, is a registered professional engineer in nine states and a Federal Energy Regulatory Commission-certified Potential Failure Modes Analysis facilitator. Schweiger has provided engineering services for more than 440 dams and authored more than 50 professional papers on design, safety and rehabilitation throughout his 30-year career. He is a member of the U.S. Society on Dams and a technical advisor for the Natural Resources Conservation Services Study Work Group. Bureau of Reclamation appoints Becker dam safety officer The U.S. Department of Interior’s Bureau of Reclamation recently announced the appointment of Brian Becker, P.E., as dam safety officer and senior advisor-design, estimating and construction oversight. As dam safety officer, Becker will provide broad program guidance, conduct reviews and perform quality assurance of Reclamation’s dam safety program. In his position as senior advisor-design, Becker will provide oversight of design, estimating and construction activities as they are being formulated and prepared to ensure that executive-level management decisions and products are sound at the project and corporate levels. Becker joined Reclamation in 1985 as an engineer in the concrete dams branch of the Technical Service Center. He left the agency to work for the U.S. Fish and Wildlife Service in 1992, but returned in 2004. Becker was named chief of Reclamation’s dam safety program in 2008. He has a bachelor of science in civil engineering from North Dakota State University. Calcagno and Gloschat join Gannett Fleming security team Gannett Fleming has two additions to its Security and Safety Services Team: Frank Calcagno, Jr., and Joachim A. Gloschat, Jr. Calcagno will be based in Fairfax, Va., and he is an expert in emergency preparedness and management for water infrastructure. He has received merit awards from FERC and the Association of State Dam Safety Officials. Gloschat will be based in Phoenix leading inspection teams to evaluate organizations’ security programs and recommends program improvements applying 30 years of military counterintelligence experience designing and implementing protective physical security systems. He is a certified protection professional, physical security professional and professional certified investigator. Gannett Fleming is a global infrastructure firm that provides planning, design, technology and construction management services for a diverse range of markets and disciplines, including dams and hydro. The company recently designed fusegates for instalation at the Pikes Creek Dam and Springton Dam in Pennsylvania.
